Almost every public meeting is held at the Township Municipal Building located at 301 Iven Avenue, Wayne PA 19087. The meeting schedule and location can be found on the Township Website.
Community Development
There are several zoning districts in the Township. Please call the Community Development office at 610-688-5600 and provide us with your address, with this information, the staff will be able to answer your zoning question(s).
By knowing the zoning of your property, it is then easy to determine the setbacks. With an address the Community Development office will be able to assist you with this information. You may also visit the Zoning Ordinance to do the research regarding setbacks.
Residents can contact the Community Development office at 610-688-5600 to speak to or arrange for an appointment to meet if necessary.
Your property may have metal pins located in the ground to mark the property corners. Often these pins are covered or hard to find. Using a metal detector, the property owner may be able to locate these pins. If your deed does not provide enough information, it is then suggested that you contact a surveyor to assist you with this matter.
Yes, Use and Occupancy Permits are handled through the Engineering Department.
Yes. Property owners are required to register rental units with the Township and pay an annual fee based upon the number of dwelling units in a building.
A permit is required for new construction, additions, alterations, and any project that requires structural changes. Check with the Community Development Department before you make alterations to your home or business. You will need a permit for: new buildings, additions, interior alterations, structural repair or replacement, swimming pool - spa- hot tub over 24 inches in depth, fences or walls, fireplace, heating and/or air conditioner installation or replacement, plumbing alterations, electrical work, shed, greenhouse, sign, wood deck, patio, porch, roof replacement, alternative energy, changes in use, home occupations, change in commercial tenants and driveways.
Setback requirements for accessory structures can be viewed in the Zoning Code. You can also contact the Zoning Officer to to find out your setbacks. Sheds require two permits, a grading permit and a zoning permit. A grading permit must be applied for and approved prior to applying for the zoning permit. In addition, detached accessory structures greater than 200 square feet in size will require a building permit.
The installation of a new fence or the replacement of an existing fence requires a Zoning Permit. Fences may be placed along the property line and the good side must face the neighbor. Fence height is determined by Zoning District as stated in Section 280-109 of the Zoning Code. Fences installed on corner lots must be reviewed by Traffic Safety prior to approval. Fences that will surround a pool will require a building permit and must meet the pool barrier requirements.
The Township enforces the International Property Maintenance Code. Weeds and plant growth (other than cultivated flowers and gardens) may be no taller than 12 inches.
In most cases your contractor will need to be licensed with the Township. Check with the Community Development Department to determine specific licensing requirements.

Act 22 of 2017 (specifically, Chapter 67A of the Act) established a new process for requesting audio and video recordings in the possession of law enforcement agencies in Pennsylvania. Act 22 applies to individuals seeking "any audio recording or video recording made by a law enforcement agency." The Right-to-Know Law does not apply to requests for these recordings.
Under Act 22, a request for an audio or video recording in the possession of a law enforcement agency must be made within 60 days of the date the recording was made. Requests must be submitted in person or by certified mail (§67A03). A written request must be submitted to the Agency Open Records Officer (AORO) for the law enforcement agency that possesses the record. The request is not officially received until it is personally delivered to the AORO, or when it is marked as "delivered" by certified mail to Open Records Officer, Radnor Township, 301 Iven Avenue, Wayne, PA 19087-5297.
The request, which may be submitted on Radnor Township's Request for Police Audio and Video Recording form, must include:
- The date, time and location of the event recorded;
- A statement describing the requester's relationship to the event recorded; and
- If the recorded incident took place inside a residence, the request must also identify every person present at the time of the recording, unless unknown and not reasonably ascertainable.
Once a request is filed, the agency has 30 days to respond, although the requester and agency can agree to an extension.

No. Title 75 § 3746. Immediate notice of accident to police department. (a) General rule.--The driver of a vehicle involved in an accident shall immediately by the quickest means of communication give notice to the nearest office of a duly authorized police department if the accident involves: (1) injury to or death of any person; or (2) damage to any vehicle involved to the extent that it cannot be driven under its own power in its customary manner without further damage or hazard to the vehicle, other traffic elements, or the roadway, and therefore requires towing. (b) Duty of occupant if driver disabled.--Whenever the driver of a vehicle is physically incapable of giving an immediate notice of an accident as required in subsection (a) and there is another occupant in the vehicle at the time of the accident capable of doing so, the occupant shall make or cause to be given the notice not given by the driver. (c) Investigation by police officer.--Every accident reported to a police department required in this section shall be investigated by a police officer who shall provide each driver a signed statement that the accident was reported.

Yes. There is a fee of $30.00 for the first fingerprint card. Each additional fingerprint card is $20.00. The Police Department conducts fingerprints on Wednesdays at 9 a.m. only . Please call 610-688-0503, ext. 109 for further details.
Instructions are on the reverse side of the yellow portion of your citation. If you do not have your citation please see below. You need to detach the bottom portion of the yellow citation and return it to the proper district court addressed in box #4. Please sign the remittance pleading either guilty or not guilty. Pleading not guilty will automatically schedule a hearing date at the appropriate district court. Please do not mail the fines to the Radnor Township Police Department.
Are you missing your bike? Right now, the Radnor Township Police Department has several “found” bikes in storage. Each one of those bikes was abandoned somewhere in the township, then later recovered by officers. We may have your bike, and we’d like to reunite you with your wheels. You do not need a serial number to get your bike back, but it does expedite the process. Don’t have your serial number? Then how about a sales receipt for the bike? Or, provide a vivid description of the bike, including details about special toe clips, stickers, scratches, dents or any other unique traits your bike might have. For more information, contact Cpl. Typically an investigator will contact you within 48 hours of an incident (excluding weekends). If you need to speak with someone sooner, please contact 610-688-0503 and ask to speak to the Investigation's unit supervisor.
Request your insurance company contact the police department. Typically, it will expedite the situation if the department deals directly with the insurance company and it saves you time and work.
If you are experiencing abuse of any sort, immediately contact the police by dialing 9-1-1, if it is an emergency. If you need to speak to someone about the situation and it is not an emergency, call 610-688-0500 and request a call from the duty supervisor. Officers will personally assist anyone who is a victim of abuse through the process.
Contact 610-688-5600 ext 109 from 8:00 a.m. to 4:00 p.m., Monday through Friday. Police Officers will be assigned to assist with traffic situations, security or other police related issues at special events. The cost for these services will be borne by the party making the request. Please call at least 10 business days prior to the event. Contact the number listed for a schedule of fees.
There are several ways to complete this:
- Make a check payable to Radnor Township in the amount located on the front of the ticket. Then mail it to Radnor Township Police,301 Iven Avenue, Wayne, PA 19087.
- If you want a receipt, stop in the Radnor Township Municipal building and either go to the Police Records room located on the 1st floor or go to the Township Treasurers office. If you do not want a receipt, there is a secure ticket drop box located at the front door to the main entrance of the Township Building and another located in the lobby of the 24 hour entrance to the Police Department.
- You can also pay for a parking ticket online.

24 hours a day, 7 days per week. For counter service (reports, permits, etc.), 8 a.m. to 4 p.m. Monday through Friday. The building is closed for counter service on all legal holidays.

A traffic citation should be paid within 10 days and mailed to the district court listed on the citation. There are two district courts that serve Radnor Township: Wayne and Newtown Square.
Renew your license and car registration at the Pennsylvania Department of Transportation or online.
For immediate problems such as road blockages, traffic light malfunctions, etc., contact 610-688-0500. For problems such as speeding, traffic regulations or general questions, contact the Traffic Safety Unit at 610-688-0503 ext 108 between 9 a.m. and 5 p.m., Monday through Friday.
§ 104-7. False alarms. A.For the purpose of defraying the cost to the township for responding to false alarms, the owners and/or users of an alarm system as defined by this chapter shall be subject to the following schedule of fines: (1)For the second false alarm per calendar year: fifty dollars ($50.) for each alarm. (2)For the third and subsequent false alarms per calendar year: one hundred dollars ($100.) for each alarm. B.Following the third false alarm, the Chief of Police shall have the authority to temporarily revoke the registration of any alarm system within the township. The person to whom the alarm system is registered shall be notified by both certified and regular mail of such action and be provided with the effective date of the revocation. No further response to an alarm system shall be provided until such time that the Chief of Police has received a certification from a licensed alarm supplier describing the basis for malfunction and also certification that the alarm system is free of defect. If no report or certification is received within forty-five (45) days from the effective date of revocation, the registration for the calendar year issued shall be considered void and the alarm system shall be disconnected. Where determined necessary in the opinion of the Chief of Police, an annual maintenance agreement shall be required as a condition for reinstatement of the registration. § 104-8. Violations and penalties. EN Any person violating any provisions of this chapter shall, upon conviction thereof by a District Justice, be sentenced to pay a fine or penalty of not more than six hundred dollars ($600.), plus costs of prosecution, and, in default of payment of such fine and costs, to imprisonment in the county jail for a term not exceeding 30 days.

Unless otherwise noted, all public meetings are also recorded for playback with the following schedule:
- All recorded public meetings are replayed in their entirety until the following day with the last replay at 9:00 AM
- If the recorded public meeting was adjourned in time, replays will start at 9pm otherwise the replays will be at 12:00 AM, 3:00 AM, 6:00 AM and 9:00 AM unless the meeting is over 3 hours long
- If the recorded public meeting is over 3 hours long, the replays will be at 12:00 AM and 9:00 AM
- All recorded public meetings are replayed in order over the following weekend until Monday, with the last replay at 9:00 AM

Stormwater Fee
The current fee is based upon a preliminary set of stormwater needs and priorities and these will change over time. The fee was set to remain constant for the initial 5 years. However, this may need to be adjusted by the Board of Commissioners (BOC) in the future.
Fees can only be spent on the dedicated program of services for which they are collected. Property taxes may be used for any and all general expenses of local government, such as police, zoning, parks and recreation, etc. Property taxes do not apply to tax-exempt properties.
All developed properties in Radnor Township, including tax-exempt properties are subject to the fee.
Like many communities, Radnor determined that the impervious surface of a property is a more equitable way to distribute the costs of public stormwater services as it provides a relative measurement of a property's runoff.
Because the impervious surfaces on properties classified as ODP (for stormwater billing purposes) have been measured, property owners can reduce their stormwater fee by removing impervious surfaces on their property. The Township has also committed to adopt a credit program by mid-2014. Credits will likely be granted for activities that help the Township avoid stormwater program costs funded by the fee. Additional information will be provided at future BOC meetings and on the Township website.
An appeals process will be implemented prior to January 2014 to handle any potential errors in the billing process. Once you receive your bill, you will be able to submit an appeal application to address the error. Additional information may be required or requested by the township depending on the nature of the appeal.View the Stormwater Appeal Packet.
Taxes
The annual Radnor Township Real Estate bill is mailed on or before Feb 1st each calendar year. The Radnor Real Estate bill is mailed at the same time as the Delaware County tax bill. Please ensure when mailing your payments that you use the correct envelope with the correct bill for each taxing authority and note your property parcel number /folio # on each check.

If multiple parcels/properties are owned by the same person & address, multiple bills were mailed and stacked into one envelope bill. Mail back in the one envelope provided with either one check, noting each folio# or include separate checks with the folio # on each memo line.
No, only the Township taxes can be paid at the Radnor Township Building at 301 Iven Avenue Wayne, PA 19087. The School taxes are billed and collected by Radnor Township School District, located at the Radnor School Administration building 135 South Wayne Avenue, Wayne PA 19087. Please call 610-688-8100 with questions and concerns related to Radnor School District taxes.
The 'face amount' is due on or before May 31st. A 2% discount applies if payment is made on or before March 31st. A 10% penalty is added to the Face amount due if payments are not received by close of business on May 31st.
You may mail your payment to or pay in person at the Township building at 301 Iven Avenue Wayne, PA 19087. Payments may be also be made online at Radnor Township's Citizen Self Service Center. No partial payments are accepted.

Failure to pay by the end of the calendar year in which the taxes are due will result in a lien on your property. All unpaid taxes are sent to collections and additional penalty and interest is added by the Delaware County Delinquent Tax Claim Bureau.
Appeals must be filed with Delaware County Board of Assessment & Appeals before August 1st each year, for assessed values to be effective on January 1st of the following year. The assessed value of your property when re-evaluated may be lowered, raised or remain the same. Forms and non-refundable filing fees are found under the Delaware County Treasurer Office, Board of Assessment.
No, the taxpayer pays the amount billed and if the assessment is reduced on appeal, after official notice by Delaware County, the taxpayer will receive a refund or credit to their account.
Yes, a County-wide property tax reassessment began in December 2017 and concluded in 2020. Notices were mailed to taxpayers beginning March 2020 with an effective date of January 2021.
Title transfers may take more than 60 days to process by the Recorder of Deeds in Delaware County. Please return the bill by mail to the Radnor Township Finance office and provide the new owners name, if known.
As the property owner a reprint of your bill will be provided without charge. All others may be charged a fee of $5.00 for the service. Call or email the office and ask for a reprint of your bill. Provide your property address and Folio Number to ensure the correct bill can be reprinted as many street names are similar.
PER PENNSYLVANIA LAW, FAILURE TO RECEIVE A TAX BILL DOES NOT ENTITLE A PROPERTY OWNER TO A DISCOUNT OR REMISSION OF PENALTY ON TAXES. IT IS THE RESPONSIBILITY OF THE PROPERTY OWNER TO MAKE INQUIRY IF A TAX BILL IS NOT RECEIVED IN A TIMELY MANNER AND TO PAY THE TAXES DUE.
Submit a Change of Mailing Address Form to Delaware County to update any changes. Ensure it is signed and dated by the property owner. It is the responsibility of the property owner to notify any change of address to the taxing authority.
The Township Finance Department does not have that information. ' Generally, if you escrow your property taxes through a mortgage company, then the mortgage company would pay the tax. 'We can confirm and verify that a payment was made. The property owner remains responsible for the timely payment of property taxes.

Your Sewer bill and Stormwater is combined and mailed in one bill (both fees are listed separately), mailed April 1st with a due date of May, 31st. The sewer fee is based on water usage.
